A sign with a right-pointing arrow covered by a red circle and diagonal slash means:

A 'No Right Turn' sign completely prohibits right turns at the intersection where it is posted. It is common where right turns would conflict with heavy pedestrian flow or create sightline problems. Ignoring it is a Highway Traffic Act offence.
