You may drive on the right shoulder to pass another vehicle only:

Using a paved right shoulder to pass a left-turning vehicle is allowed. Using the shoulder for general passing or to escape heavy traffic is illegal and extremely dangerous. Emergency vehicles behind you require yielding, not shoulder driving.
