You may stop on the shoulder of a 400-series highway only in the following circumstances:

Freeway shoulders are reserved for disabled vehicles, emergency responders, and police stops. Using them for convenience — rest, phone calls, bathroom, tardiness — is illegal and creates a collision risk when other drivers do not expect a stationary vehicle.
